 Do you dream of owning your own home?

If you have a goal of owning your own home and your household income is within the guidelines below, you may be eligible to participate in pre-purchase home ownership education and receive a grant up to $24.000 toward the purchase of a home in Madison County. 

Click here to download and print our 3 question home ownership survey to have a CAP housing counselor contact you.  Printed surveys can be completed and mailed to the CAP Housing Division, PO Box 249, Morrisville NY 13408 or faxed to 315-684-7024.  To submit a survey online, send an email to  This e-mail address is being protected from spam bots, you need JavaScript enabled to view it  with "First Time Homebuyers Survey" in the subject line.  In the body of your email, provide your name, address and phone number and answers to the 3 survey questions.

CAP offers a variety of opportunities for low- and moderate-income families to become home owners.

Thanks to federal and state grants, CAP is able to provide up to $24,800 to eligible applicants to purchase an existing home.

Generally an eligible individual or family:

  • Works, lives, or plans to live in Madison County.
  • Is within the income guidelines (see below).
  • May be a first time home buyer, or has not had their name on a deed or mortgage for 3 years or is a displaced partner / homemaker.

 Housing Counseling - 12 hour Homebuyer Education Class

  • Course is offered approximately every two months.
  • Prepares individuals / families to obtain or maintain home ownership.
  • Mandatory for ALL APPROVED GRANT APPLICANTS.
  • Free for anyone within the income guidelines (see above).
  • For those above income guidelines the fee is $20 per individual or $30 per family.
  • Certificate issued upon completion.

  • Terminology used in the buying process
  • Budgeting and credit counseling issues
  • Mortgage products, interest rates and underwriting criteria
  • Forms used in the process: purchase offer, disclosure forms, closing forms, and others
  • Repairs

Additional Services Offered

  • Budgeting - Are you having trouble making ends meet each month or week? Give us a call - it may be all about budgeting.
  • Credit Counseling - Worried that you have bad credit you can't fix? We offer credit counseling sessions to study and discuss your personal credit report. We also work with you to repair your credit report.
  • Default Management - If you think you may have a problem paying next month's mortgage payment, don't delay. Get in touch with us right away.
  • Rent Stabilization - Working with tenants and landlords to negotiate issues and rental agreements.
  • Reverse Equity Mortgages - (HECM) - For senior citizens looking for an income and wanting to remain in their homes.
